The hospital is operated and staffed by The UT Health Science Center at Houston and funded by the Texas Department of Mental Health and Mental Retardation and Harris County.
Lois J. Moore BSN, MEd, LHD, FACHE - Chief Administrator
Lois J. Moore, BSN, MEd, LHD, FACHE, Chief Administrator of The University of Texas Harris County Psychiatric Center is a nurse, educator, administrator, and, first and foremost, an advocate for those who are in need of medical care.
Dr. Moore was named Chief Administrator of UTHCPC in 2000.
Dr. Moore is responsible for the day-to-day management and operations of the center in support of its patient care, education, community outreach and research activities. She also serves as the organization's principal liaison to the mental health, business, and general community.
Moore received a nursing diploma from Prairie View A&M's School of Nursing in 1957 and a Bachelor of Science degree in nursing from Texas Women's University in Houston in 1970. She earned a Master of Education from Texas Southern University in Houston in 1974. Moore briefly served as interim dean of Prairie View A & M's School of Nursing before joining UTHCPC in February 2000. Prior to that she held the post of president and chief executive officer at the Harris County Hospital District, where in four decades she rose from nurse to chief executive. As President and CEO of the sixth largest inpatient health care system in the U.S., Moore oversaw three hospitals, 11 community health centers, one freestanding HIV/AIDS treatment center, and eight school-based clinics.
Moore serves on numerous boards including the American Red Cross, March of Dimes, United Way, Texas Association of Public and Non-Profit Hospitals, and the National Association of Public Hospitals. She is a Fellow of the American College of Health Care Executives and is included in Who's Who in America. Moore was awarded the 1994 Tree of Life Award from the Jewish National Fund. In February 1995, she was named co-recipient of the Houston Area Healthcare Coalition's Healthcare Provider Award. In April of 1996 she was awarded an honorary Doctor of Humane Letters degree from Our Lady of the Lake University in San Antonio, Texas. Moore has testified before national committees on health care reform, served on Governor Ann Richard's Task Force on Health Care, and is a frequent speaker on public health issues and health care reform.
R. Andrew Harper, M.D. - Medical Director
Dr. R Andrew Harper is the Medical Director of the University of Texas Harris County Psychiatric Center. He is an Associate Professor in the Department of Psychiatry and Behavioral Sciences of the University of Texas Medical School at Houston where he also serves as an Assistant Dean for Educational Programs. After completing his undergraduate studies at Baylor University, Dr. Harper received his MD from the University of Texas Medical School at Houston where he also completed residencies in General Psychiatry and Child and Adolescent Psychiatry. His clinical experience is primarily in the area of inpatient child and adolescent psychiatry. He is also involved in the education of medical students and psychiatry residents.
Dr. Harper’s clinical and research interests include child and adolescent care, tele-psychiatry, impulsivity and aggression, and mood disorders in children and adolescents.
